Perception of Countries and Organizations in DR Congo

Throughout the world, governmental action is always supported by partners, organizations and associations through bilateral and multilateral agreements and many other agreement protocols.
The Democratic Republic of Congo, located in Central Africa is a big country of almost 70 million of inhabitants and shares its borders with 9 other countries i.e.: Republic of Congo, Central Africa Republic, South Sudan, Uganda, Rwanda, Burundi, Tanzania, Zambia and Angola. As any other developing country, DR Congo has being supported by various institutions, countries and organisms in the following segments: Democracy, Health, Economy, Education, Justice and Human right, Gender, Food Support and Good Governance/Fight against corruption.
A survey has been carried out by Target to assess actions’ perception of partner countries, organisms/associations and institutions towards DR Congo people. Interviews have been carried out from 01 to 14 April 2013 with a sample of 3528 people in 7 cities of DR Congo (Kinshasa, Matadi, Lubumbashi, Mbuji-Mayi, Kisangani, Goma and Bukavu) in line with method of quota per ages, sex, occupation and socio-professional category.
In terms of perception of countries per fields, survey reveals that a significant proportion of interviewed persons are not really giving their point of view as regards in acting countries in DR Congo whatsoever be the sector. Number of people without opinion (NSP) is higher in the sector of food support (50%), Justice and Human rights (56%), Good Governance and Fight against corruption (66%) and especially gender (73%). Most of time, women, active people and inhabitants of Mbuji-Mayi, Goma, Bukavu and in some cases of Matadi (food support and gender) are many to give their point of view. This higher score of NSP reveals an ignorance of actions carried out by various countries through lack of information and/or absence of pertinence of achieved actions (these actions are not always directed towards Congolese expectations).
But if we are even to get interested in respondents that mentioned countries, it should be appropriate to point out that it was about western countries (especially USA and France) that reach the top of their choices in every domain except for Economy, whereas China is mentioned in the first position with 22% followed by the USA with 13%. For Congolese people of almost all cities, economic and technique cooperation agreements signed between China and DR Congo provided with an appreciable support for economy of the country with the building and rehabilitation of main national roads.
- As regards support to democracy, choice of France (22% against 18% for USA), this can be explained by the speech of France President, François Hollande, related to democracy in DR Congo during conference of XIV summit of Francophonie in Kinshasa as well as Media Programme for Democracy and Transparency in DR Congo of which France is seen as the main donor.
- In the field of Justice and human rights, the head trio is composed of USA (15%), France (11%) and The Netherlands (6%). Support of these countries to the arrests and judgment of persons prosecuted for crimes against humanity would much influence respondents’ choices. Extradition of General Bosco NTAGANDA to the International Criminal Court due to the USA Government pressures, arrest of ex-President of Ivory Cost Laurent Gbagbo by France Army and carrying out of trials of war criminals at International Criminal Court at the Netherlands.
- Further, the majority of Congolese people of all cities under survey (expect for Lubumbashi and Matadi whereas it is respectively Zambia and Japan), mention USA as the country that most contributes in Food Support and this mainly through USAID.
- In Health field, three countries are put in evidence. It is about Swiss (Country whereas WHO Registered Office is located, Swiss is the first health actor in DR Congo), USA (thanks to medial material supports in different hospitals of the Country and Emergency Support Programme for fight against AIDS) and India (Country whereas many Congolese people are traveling for appropriate medical care). These three countries are mainly mentioned by men, of 18 to 34 years old and active persons. But women are much more mentioning Italy and Great Britain.
- For education, the majority of men and people of 18 to 34 years old are especially interested in Belgium thanks to support related to books and teaching materials and in France due to its involvement into programme of training for high-flying student for POSTGRADUATE DIPLOMA.
Let us note that African Countries are sometimes mentioned by inhabitants of some cities of DR Congo mainly due to their geographical closeness. It is the case of South Africa and Zambia at Lubumbashi; Angola at Matadi, Congo Brazzaville at Kinshasa as well as Tanzania at Goma and Bukavu.
